• Lapse of E-Commerce Moratorium:
The long-standing moratorium (since 1998) on custom duties on electronic transmissions has expired after 26 years due to lack of consensus.
• WTO members are now legally free to impose taxes on digital transactions.
• Lapse of TRIPS Safeguard:
The protection against non-violation complaints under TRIPS has lapsed.
• This safeguard earlier helped developing countries protect public health measures like compulsory licensing.
• Fisheries Subsidies:
Members agreed to continue negotiations on curbing harmful fishing subsidies, with outcomes expected at MC15.
• Opposition to IFD Agreement:
India opposed the Investment Facilitation for Development (IFD) agreement, stating it could undermine WTO’s multilateral principles.
• E-Commerce Agreement Progress:
A group of 66 countries (≈70% global trade) progressed on a plurilateral e-commerce agreement covering:
– Data flows
– Online trade
– Consumer protection
• Agriculture Issues:
India and African nations demanded a permanent solution on Public Stockholding (PSH) for food security.

• Lack of Institutional Capacity:
India highlighted that many developing and least developed countries (LDCs) lack the technical and institutional capacity to comply with complex notification requirements.
• Risk of Trade Retaliation:
Using non-compliance as a basis for penalties or retaliation unfairly targets developing countries.
• India argued that transparency should not be used as a tool to pressure nations into opening markets or altering welfare policies.
• Protection of Policy Space:
Developing nations need flexibility to implement domestic welfare schemes without external pressure.

Iran and Possible Exit from NPT
